PVDW Corridor Improvement Project – Seeking Community Feedback and Recommendations Going Forward

Purpose and Need

    1. Improve pedestrian/ cycling / traffic safety

    2. Improve traffic flow in the Via Corta/ PVDW corridor and at the Flag Triangle

    3. Reduce cut through traffic

    4. Develop a Master Improvement Plan supported by individual projects

Proposed Overarching Guiding Principles 

    1. No roundabout

    2. Protect the bucolic character of our city center

    3. Seek project solutions that do not widen the roadways

    4. No excessive lighting or signage

    5. No encroachment into protected parklands

    6. Preserve existing trees, greenspace, and parking

    7. No Metro funded purse strings

    8. Seek community input and feedback

    9. Significantly improve communications, community outreach

    10. Ensure the City has the majority support of the community before selecting and making major transportation project decisions

    11. Prioritize and implement projects that PVE can afford

Potential Next Steps

  1. Perform a thorough traffic study for all 7 days (while school in/out of session during the year) to understand traffic flow patterns (at Via Corta and at the Flag Triangle)

  2. Model the flow of traffic at these 2 locations and treat them as a network.

  3. Propose traffic flow improvement recommendations that are at a level of service (LOS) of “C” or slightly better

  4. Assess the pros/ cons of closing off the 5-leg inner barrel to the Via Corta/ PVDW intersection to improve traffic flow.

  5. Consider adding curved extensions to the corners of the PVDW/ Via Corta intersection to reduce the length of the crosswalks

  6. Add embedded lights into the crosswalk surfaces (like the lit crosswalk in Lunada Bay) for pedestrians to activate when crossing in the day/night

  7. Consider starting off with assisted traffic directors during daytime peak periods …that could easily migrate to a smart vintage-designed traffic signal

    • Program the light change so it is delayed (i.e., the signal light remains red in all directions for ~5 seconds) to improve traffic safety

    • Consider adding a redlight camera to enforce red light violations if this becomes an issue

  8. Improve enforcement of regulated speed in the [300-600] block of PVDW

  9. Ensure that the Master Improvement Plan and individual projects are thoroughly understood with mature estimated cost and determine if any of the cost can be covered by Metro (with no purse strings)

  10. Assign an experienced project manager who is responsible for managing these projects, overseen by the City Manager, and presented to the CC and the community on a regular basis
